LERA was invited by the British, Chinese, Japanese Consortium (BCJ) to submit qualifications for the review of construction tolerances for the roof structure of the Terminal Building. The tolerances were specified by Ove Arup & Partners and by Norman Foster-Associates but were not achieved by BCJ’s domestic subcontractor: a joint venture of Watson Steel and Nippon Steel.
